Vorcaro and Moraes: what the police report says and what the Supreme Court has yet to decide

The law firm contract

According to a report by O Globo published in December 2025, the Barci de Moraes law firm had a contract with Banco Master paying R$3.6 million a month, about R$129 million in total (Wikipédia).

Documents released in September 2026 show a contract signed on January 23, 2024, worth R$131 million over three years. It provided for a compliance program and “strategic consulting” on proceedings at the Federal Police, the Central Bank, the Federal Revenue Service and the antitrust authority CADE (Jornal do Comércio).

According to the law firm, the justice accessed and edited the final version of the contract after the compliance department asked for a check on possible legal conflicts barring the engagement (Jornal do Comércio).

The meetings with the Central Bank governor

Also in December 2025, O Globo reported that Moraes had allegedly advocated for BRB's purchase of Master in conversations with Central Bank governor Gabriel Galípolo. In a statement on December 23, Moraes denied it. He said his meetings with Galípolo, on August 14 and September 30, 2025, dealt only with the effects of the Magnitsky Act sanctions the United States had imposed on him and his wife. He also said the law firm never worked on the BRB purchase (CNN Brasil, JOTA).

Galípolo confirmed the meetings and also denied that Master was the subject (Wikipedia (EN)).

The Federal Police report

The report was requested by André Mendonça, the case's rapporteur at the Supreme Court, to identify members of a possible influence network attributed to Vorcaro. The Federal Police delivered it on August 27, 2026 (Gazeta do Povo), and Mendonça unsealed it on September 1. The full texts were published by the press (JOTA, Poder360).

According to the report, on November 17, 2025, the day of his first arrest, Vorcaro sent five view-once messages to a contact saved as “Alexandre de Moraes BRASILIA”. The contact replied with four disappearing images (Gazeta do Povo). Because they were temporary, the content of the replies was not recovered (Wikipédia).

In March 2026, before the report was released, the Supreme Court issued a statement at the request of Moraes's office. It said those messages were never addressed to the justice and that a technical analysis linked the records to other contacts in Vorcaro's phone (Gazeta do Povo).

The dispute inside the Supreme Court

• September 1: prosecutors ask for the report to be annulled. They argue that the measure sought evidence against another Supreme Court justice without first notifying the court's presidency and without review by the full court (CNN Brasil).
• September 3: Moraes asks for Mendonça to be investigated. Supreme Court president Edson Fachin gives five days for responses (Wikipedia (EN)).
• September 8 and 9: Mendonça orders the removal of the Federal Police director-general and its intelligence director. Flávio Dino orders them reinstated, and Fachin suspends both decisions and calls an extraordinary session (Wikipedia (EN), Times Brasil (CNBC)).
• September 15: at the session, the full court votes on a procedural question about merging the cases involving Moraes and Mendonça. With a provisional 4–3 vote, Dino asks for more time. The validity of the report is not reached (Congresso em Foco).
• September 20: the newspaper O Globo releases a video of Moraes and his wife getting off a jet in Rio on August 22, 2025. According to Federal Police reports, the aircraft belonged to a Vorcaro company. The Barci de Moraes law firm says it hires air taxi services and that Vorcaro was not on any of the flights (CNN Brasil).
• September 22: Mendonça rejects Moraes's accusations and says Moraes distorted the content of the report (Wikipedia (EN)).
• September 28: Gilmar Mendes makes public a document asking that the ruling wait until the Supreme Court justices named in the case are identified. He says Nunes Marques may be barred from taking part and points to what he calls a “political-electoral bias” in Mendonça's handling of the case. Nunes Marques denies any wrongdoing (CNN Brasil).

What happens now

The ruling only resumes when Dino returns the case. Under the court's rules, he has up to 90 days (Congresso em Foco). Until then, there is no decision on the validity of the report or on whether the inquiry involving Moraes will continue.

On a possible congressional inquiry, Justice Cristiano Zanin on September 23 denied a request to force the Senate to set up an inquiry (CPI) into Supreme Court justices' relationship with Vorcaro (Wikipedia (EN)).
